Data Access Analyst

ITPS is seeking a Data Access Analyst to support the Division of Federal Systems Data Access team as the technical lead for data matching activities, user access, reporting, and issue resolution.

Role Summary

Data Access Analyst

The candidate will support the Division of Federal Systems (DFS) Data Access team as the technical lead. The role provides a broad range of support for ongoing data matching activities and access for new users.

Support includes facilitating data matching agreements and financial agreements; leading match activities with DFS support and technical teams; and coordinating with Software Development, Data Quality, Economic Analysis, and Security teams.

Required and Desired Skills

  • Serve as a problem resolution lead for Data Access team members and resolve issues in a timely manner.
  • Oversee and lead JIRA and MICRS processes for the Data Access team.
  • Delegate team members to open JIRA tickets related to data matches, including match initiation, transmission, and issues.
  • Track reports received from production and operations teams.
  • Maintain the JIRA Data Access Dashboard and generate metrics for the team and federal customer.
  • Monitor Data Access JIRA tickets and facilitate monthly Data Access JIRA meetings.
  • Conduct gap analysis of MICRS reporting and recommend enhancements to existing reports or new reports.
  • Lead pass-through review and resolution efforts, including liaison with the development contractor and DFS Security team on pass-through file reviews and record layouts.
  • Review Data Access research statistics daily and coordinate deletion of files with liaisons and match partners.
  • Serve as lead Portal component administrator for Data Access.
  • Work with research partners and resolve issues related to upload/download functionality in the Portal.
  • Maintain SOPs for Data Access user registration and authorization for file upload/download.
  • Maintain FAQs for mitigating technical issues related to Portal file upload/download.
  • Post materials to the Data Access section of the Portal, such as the Data Access Navigation Guide.
  • Maintain the Portal user list on SharePoint for Research Match Partners.
  • Lead assigned match activities and coordinate all processes in the lifecycle of assigned data matching agreements.
  • Draft project plans and schedules, analyze and draft match requirements, and provide training and technical assistance to matching partners.

Qualifications

  • Bachelor’s degree and 10 years of professional working experience.
  • Experience researching, organizing, and presenting information for planning and tracking purposes.
  • Strong oral and written communication skills.
  • Strong attention to detail, flexibility and adaptability to change, and outstanding organizational skills.
  • Effective interpersonal skills and the ability to work well with people across teams.
  • Ability to handle multiple tasks simultaneously, respond to ad hoc tasks, and meet critical deadlines.
  • Child support or human services experience preferred.
  • Familiarity with legal authorities and guidance, and experience identifying and researching legislative and other sources of information helpful but not required.
  • Experience using Microsoft Suite, including Word, PowerPoint, Excel, Visio, and Project, and issue tracking software such as Jira.
